This is not a real skill: it is a fixture inside the Skill-Lab test harness (tests/fixtures/skills/), a 33-line stub whose entire guidance is validate input, add timestamps, show summary and detail. Asked to build a report from sales figures, the no-skill baseline produced a richer output than the stub's advice, so it adds no edge over doing nothing.
