This is a safety-positive gate, the opposite of self-escalation - it forces an AskUserQuestion approval on every invocation and never auto-approves. But it only works inside the full craft plugin: its gate-toggle step calls ${CLAUDE_PLUGIN_ROOT}/hooks/scripts/update-global-state.sh, and copied out as a bare skill that env var is unset and the script errors 'Error: .craft directory not found'. There is also no write-blocking hook in a standalone install, so the gate it opens and closes governs nothing. Real install path is the plugin marketplace ('claude plugin marketplace add drobins25/craft'), not a skill-dir copy.
